Tagging module Monitor - Monitor-3.0-4
Rough pass over monitor-3.0 to allow it to work with 4.3 API.
replaced GetNodeNetworks, nodeinterface_ids and using new bootstates
'safeboot', 'failboot', 'reinstall', etc.
