      * bwlimit.py: support getting/setting exempt minrate/maxrate and getting current byte counts
      * bwlimit.py: remove deprecated setcap() and getcap() functions; rewrote pl_mom bandwidth monitor to use this module, so we can now finally kill resman
      * deprecate resman, install our own bwlimit tool
