fedora package: include python byte compiled files

Include byte compiled files to speed up the execution,
to avoid spurious SELinux AVC denials and also to make
rpm happy when checking for unpackaged files:

RPM build errors:

   /usr/share/openvswitch/python/argparse.pyo
