Subject: [PATCH] Kernel:     * Fixing the accounting issue that causes certain
 connections to be misaccounted, and that causes NM/peercreds to
 intermittently break.

NodeManager:
    * Uses less CPU when updating byte totals and calculating new bandwidth limits.
    * Slice creation is done one at a time to avoid race conditions
    * Slices started via delegation don't have resources set.  FIXED
    * iptables and ipset rules configured via NM
    * Enable/Disable flag for bw limitting.

Mom:
    * Swapmon kills processes in slice rather than restarting/killing entire slice.

BootCD:
    * pl_boot displays timestamps

PLCAPI:
    * Fix GetPlcRelease()

fprobe-ulog:
    * Bug fix, although not major
