INSTALL.Linux: Make pkg-config a requirement to build.

pkg-config is needed to detect the presence of libssl, so it is needed even
if the build system doesn't need to be rebuilt.

In theory we'd only need pkg-config if OpenSSL is to be used, but I don't
see much point in being that explicit.
