level1_auth must be more than 1 level deep. Reverting level1_auth back to planetlab.us untill we can get around this

import is a reserved word in python. As a result, you cannot import import.py in other python scripts. Renamed import.py to gimport.py to avoid this problem

reverting previous changes to get_authority. Its seems many other operations expect get_authority to return an empty string at some point. Not returning this breaks a lot of operations.

in get_authority, return the hrn as is if it is only 1 level deep

fix bug in import_person. resolve type should be user, not slice
