Setting tag plcapi-5.1-5

add hrn tag to persons, managed by AddPerson and AddPersonToSite
AddPerson and UpdatePerson are now tag-aware
as a side-effect AddPerson is more picky and rejects invalid fields
which results in a requirement to use sfa-2.1-22 with this tag
marginal improvement on the xml doc on tags
